Startling Comics #13 is an anthology featuring multiple stories. "Captain Future—Man of Tomorrow" depicts the hero battling glowing comet-like projectiles and a villain with an X-ray projector who uses mind-control to turn civilians into his slaves. "Don Davis—Espionage Ace" follows a U.S. Navy intelligence officer who intercepts enemy code messages and is tasked with creating an "incident" in Teutonia; when he refuses to betray his country, a Teutonian agent pursues him, but Davis eludes him at a naval bureau. The issue also features "The Fighting Yank—America's Super-Patriot" and a western adventure with a masked rider pursuing criminals on horseback through a canyon.
