Drunk with power, Picard puts the entire fleet in jeopardy by planning to launch a suicidal attack on Cardassia Prime, forcing Riker to assassinate Picard and assume the captaincy. Riker diverts the fleet to eliminate the Klingon fleet and forces a cease-fire with the Cardassians. Then Riker sends Shelby to the Imperial Palace to kill Emperor Quinn, and Riker becomes the new emperor of the Terran Empire.
