Having found the fuel to power the new Terran starship fleet, Picard uses his knowledge of the Alliance's activities to acquire more Alliance assets. While attempting to steal Alliance funds from the Bank of Ferenginar, Picard encounters the raider Okana and takes him prisoner. While Regent Worf grows angry over Picard's victories against the Alliance, Picard reveals his ultimate plan to defeat the Alliance, while some of his crew grow suspicious of his motivations.
