Refusing to evacuate the Romulan population on Yuyat Beta colony until accommodations can be made to evacuate the native population as well, Picard is imprisoned by Governor Shiana. He escapes thanks to the help of a rebellion by the natives, aided by two Romulans who risk their lives and careers to help. Meanwhile in Picard's absence, Governor Shiana uses a ruse to take control of the USS Verity.
