The Spirit confronts Mr. Carrion, a smooth-talking criminal who preys on families of missing soldiers by promising to locate their loved ones—then vanishing with their money once they've exhausted their savings. When the con man's cruelty pushes one victim to her breaking point, the masked detective closes in on the "Balky Buzzard" and his ruthless associate Julia in a brutal showdown that leaves destruction and mystery in its wake.

When Flatfoot Burns shows off his "City of the Future" to the Chief—complete with elevated highways, sky-high landing fields, and a sleek new police station—he gets a chance to test his elaborate system when a crook named Speed de Monn tears through in a stolen rocket car. The Spirit and his companion Ebony find themselves on a dangerous collision course when they board a tramp steamer in the South Atlantic—only to discover that the notorious criminal Doctor Scalppel is hiding on a nearby golden island, harboring another wanted fugitive. When both men become stranded on Scalppel's Rock, greed and deception boil over as each schemes to betray the other and claim the island's riches for himself. The Spirit must navigate the treacherous standoff before murder wins the day.
