- Cover depicts Captain Freedom facing Hitler and Tojo — one of the most overtly propagandistic images on a Harvey cover of this era.
- Interior features Captain Freedom and Shock Gibson stories (art by Arthur Cazeneuve), a Pat Parker / War Nurse story, Biff Bannon (script and art by Art Helfant), and a Black Cat story.
- A 'Story Behind the Cover' text feature — art by Joe Simon — accompanies the issue, a recurring editorial device in Harvey's 1942 line.
- Captain Freedom (secret identity: Don Wright, newspaper publisher) was a deliberate Captain America analogue introduced in Speed Comics #13 (May 1941), created under the pseudonym 'Franklin Flagg.'
- Shock Gibson (Charles Gibson, electro-powered hero) and the Black Cat (Hollywood actress Linda Turner) were Harvey's two other major ongoing features in the book at this time; the Black Cat had transferred to Speed Comics from Pocket Comics earlier in 1942.
- Joe Simon routinely signed Harvey cover work under pseudonyms such as 'Jon Henri,' complicating precise attribution of issues across the 1941–1942 run.
