Sparky Watts must stop a mad scientist's "atom grinder" machine that smashes atoms into thousands of pieces that nothing can resist; the villain plans to use a truth pill to make the captured Doctor Quick broadcast a message to the nation, but Sparky discovers the pill and slips it to Adolf Hitler instead, causing him to broadcast a damning confession over the radio. After defeating Nazi agents and rescuing captured soldiers, Sparky encounters a mysterious woman named Carmela who claims to have fallen for him, but she removes her mask and wig to reveal herself as the hag leader of a guerrilla band, leading to a comedic aerial chase. A secondary story, "Honey Dear," follows a domestic comedy in which a young wife burns dinner while her husband Billy is away, forcing her to scramble to cover her mistake before his return.

Sparky Watts accepts a dangerous assignment to reach Berlin and drive a wedge between the Nazi Party and its people, armed with experimental cosmic rays from Doc Static. Using an ingenious cement cloud as his vehicle, Sparky battles his way across enemy territory, but once he reaches Adolf Hitler's headquarters, he discovers the rays may be wearing off—forcing him to rely on his wits and nerve as he's subjected to increasingly desperate execution attempts.

Sparky Watts gets the cosmic-ray charge-up he needs when the General assigns him a wartime mission: stop the guerrilla band of "The Hag of the Crag" and her cutthroats before nightfall. But when Sparky infiltrates the witch-like villain's castle stronghold, he discovers that her lair is built with lead—the one substance that blocks his cosmic powers—and he's quickly trapped and bound. Racing against time with American soldiers in danger, Sparky must find a way to break free and take down the entire raiding party.
