Sparky Watts accepts a dangerous assignment to reach Berlin and drive a wedge between the Nazi Party and its people, armed with experimental cosmic rays from Doc Static. Using an ingenious cement cloud as his vehicle, Sparky battles his way across enemy territory, but once he reaches Adolf Hitler's headquarters, he discovers the rays may be wearing off—forcing him to rely on his wits and nerve as he's subjected to increasingly desperate execution attempts.

Sparky Watts gets the cosmic-ray charge-up he needs when the General assigns him a wartime mission: stop the guerrilla band of "The Hag of the Crag" and her cutthroats before nightfall. But when Sparky infiltrates the witch-like villain's castle stronghold, he discovers that her lair is built with lead—the one substance that blocks his cosmic powers—and he's quickly trapped and bound. Racing against time with American soldiers in danger, Sparky must find a way to break free and take down the entire raiding party.
