Snap Comics #9 is an anthology featuring two main stories. "Cowboy Jake" follows a cowboy who bets his dough on a horse race, placing money on a horse called "Lady May" after a man convinces him to switch his bet from "Dynamite" to ensure he cannot lose, only to discover the man had given the horse inside dope on a new racket. "Crime on the Run" depicts Chicago gangland activity involving Al Capone and rival mobs, with Inspector Eames organizing a manhunt patrol in the frozen wilderness of Aklavik to pursue a criminal, resulting in a confrontation at Johnson's Cabin where the suspects attempt to escape across a sunken floor.
