Lex Luthor and his Injustice League have gone to Rann, ostensibly in league with Agamemno, to assemble three weapons - a Kryptonian jewel fragment, the Absorbascon and the Oan Central Power Battery - which will form a new body for Agamemno allowing him to rule the universe. Deadman puts together an ad hoc super-hero team, dubbed the Seven Soldiers of Victory, to go to Rann to try to stop them before it's too late.
