An anthology featuring "Tugboat Tessie" by Lee Stoken, in which Old Bill Jetty's tugboat is hijacked by a man attempting to board her; Tessie must deal with the trespasser and various maritime conflicts involving tolls and cargo disputes. The issue also contains a pirate-themed adventure in which American sailors are captured by enemy forces and pirates, leading to a dramatic rescue involving fire and combat as the Americans attempt to escape back to the Constitution. Additional stories feature underwater encounters and romantic maritime adventures, including scenes of a sailor with a mermaid character named Myrna.
