Harry creates a fabric made of Translite for Bob so that he will be protected from bullets and the like, then, with Joyce in tow, returns to the hideout of the foreign invaders he faced in the last issue. He listens in on their conversation, learning that the invaders have undercover men at work in Chicago, Washington D.C., Boston, San Francisco, and New York, mobilized at key points and in possession of key military secrets. Hydroman makes himself known and battles the invaders, but one, Rocky Dawson, escapes.
