The series was publicly announced by Marvel editor-in-chief C.B. Cebulski at Lucca Comics & Games in late October 2025, with Percy positioning the new ongoing as a direct narrative continuation of his own five-issue Punisher: Red Band miniseries (2025), which he described as a 'prologue' — a polybag-format, adults-rated relaunch of Frank Castle following years of the character being sidelined or replaced. Percy told AIPT in December 2025 that the first arc's focus on Jigsaw was a deliberate thematic choice: a villain defined by a shattered face to complement a hero defined by a shattered mind. Artist José Luis Soares Pinto and inker Oren Junior, both veterans of Marvel's Daredevil line, joined Percy to carry the gritty street-level aesthetic established in Red Band forward into the ongoing.
