While doing research for his book on the Psi-Force teens, Andrew Chaser learns from Babel that the Medusa Web was founded in 1969 to united the world, on the brink of destruction by the two superpowers, against one common goal: the Medusa Web itself. Later, Chaser is intimidated by government agents to stop work on the book. Chaser visits Tyrone Jessup who awakes from his coma, but the agents arrive and, as Tyrone has turned 18, take him into custody in order to register for the draft. Chaser is contacted by the Leaker who is able to confide that Philip Nolan Voigt has been covertly in charge of the country's Paranormal Affairs Committee just before he is shot and killed. Chaser manages to escape the agents and, after much soul-searching, finishes and publishes his book which quickly becomes a best-seller.
