Powers #24 brings the "Anarchy" arc to its fourth chapter with a cover that's as stark and unsettling as the series itself — a close-up face rendered entirely in high-contrast black halftone dots against a white background, looming and anonymous in equal measure. Michael Avon Oeming's minimalist cover design makes an immediate visual impact, stripping everything down to a single image that feels both intimate and deeply eerie. Bendis and Oeming were at the height of their collaborative momentum in 2002, and this issue — with Eisner, Wizard, and CBG Fan Award recognition already attached to the series — is a compelling piece of that run.
