Poppo the clown and his young friends Bumpy and Ginger pick the wrong day for a woodland picnic—they stumble directly into the middle of active Army maneuvers where flour-filled bombs and pressurized water mines turn the forest into a chaotic training ground. Mistaken for saboteurs causing havoc in the military exercises, the trio find themselves hauled before a stern general—though Poppo's old circus reputation just might save the day and turn disaster into opportunity.

Poppo and his friend Bumpy Allen are headed to an Army base to perform a show when a nervous female bus driver accidentally runs over some flowers—but Poppo's charming reaction leads to an instant connection. What follows is a wild ride filled with traffic mishaps, a motorcycle escort from Officer Small, and plenty of comedy as the inexperienced driver navigates her way to the airfield, leaving a trail of close calls in her wake.

Poppo brings his mischievous talents to an army camp kitchen, where he and his friends Bumpy Allen and Ginger Allen seize the chance to pull pranks on the commanding officers during a meal service. Between boomeranging plates, conjuring barking sounds, and a spirited parrot named Polly who's not afraid to stand up for herself, this pint-sized jokester keeps the General thoroughly bewildered—and the whole camp thoroughly entertained.

Poppo gets an exciting tour of an airfield with Bumpy Allen and Ginger Allen, but a careless moment in the cockpit leaves him and Bumpy trapped inside a jet with the engine running and no idea how to fly it. With help from Captain Pete Kelsey and the control tower, Poppo must somehow bring the runaway aircraft safely back to the ground before disaster strikes.

Poppo, the famous circus clown, brings his act to an enthusiastic crowd of soldiers, complete with jokes, physical comedy, and a trick involving a skeptical volunteer from the audience. When things go hilariously wrong during the performance, Poppo and his assistant Bumpy Allen have to think fast to turn the chaos into comedy gold.
