Plastic Man #14
Plastic Man confronts a criminal plot involving a defective interstate bridge. After a crook named Cargill sabotages the newly opened bridge's structural integrity to extort money from the city, Plastic Man must rescue civilians trapped on the collapsing structure before it falls completely. The story culminates with Plastic Man chasing down the criminals—including the ringleader Humdrum—across rooftops and through neighborhoods, ultimately apprehending them and preventing further disaster.
When the mobster Cargill supplies substandard concrete for a new bridge that nearly collapses, Plastic Man vows to bring him to justice—but Cargill's desperate scientist has other plans. A revolutionary formula transforms the criminal into Concrete, an invulnerable opponent made of living cement whose only weakness is his dependence on periodic injections. Now Plastic Man faces a foe whose very body is weaponized against his malleable abilities, and brains alone may not be enough to stop him.
When Bloodhound Bud Bickram—a self-proclaimed crime-detection expert with a mail-order diploma—arrives in the big city looking to prove himself, Plastic Man agrees to take him along on what he thinks will be a harmless prank at an empty criminal hideout. Things take a dangerous turn when the Humdrum Heisters unexpectedly show up at the very same location, and the bumbling but determined Bud gets taken hostage before Plastic Man can intervene. Now it's up to Plastic Man to track down the gang and rescue his unlikely new partner before they get any ideas about using him as leverage.
