Six hooded men meet secretly at a remote English location to discuss the arrest and imprisonment of one "Sparkling Jack", an African diamond smuggler. It was hunter Baron James who, while in Africa, discovered the man's criminal activities and notified the authorities. As a "court of justice in the underworld" these six men sentence Baron James to death. A few nights later the Panther meets with Baron James and wealthy Englishman Lord Sanderson. After James and the Panther depart Sanderson signals two men who wait outside with sub-machine guns. We learn he is a member of the Council of Death.
