In a Parisian restaurant Quintinella and companion Felina encounter Major Steele, former romantic involvement of Felina's. He tries to warn her about her companion but is humiliated by Quintinella's manservant Zuni. Zuni is confined to a wheelchair, the result of a previous encounter with the Panther. Together the three of them plot to steal the blueprint for a "clean" hydrogen bomb, and to ultimately exact revenge on their black-clad nemesis as well. However, Felina secretly harbors feelings for the Panther, and saves him from the path of a bullet when she is wounded by Quintinella's gun.
