New Avengers: Illuminati #1 (May 2006 cover date, on sale March 29, 2006) is the first standalone showcase for the Illuminati as a concept, expanding the group's first published appearance — established via retcon in New Avengers #7 (2005) — into a full-length origin story that retroactively rewired decades of Marvel continuity. By framing the group's founding meeting in the wake of the Kree-Skrull War and then flashing forward to their pivotal decision to exile the Hulk into space, the issue planted seeds for two major Marvel crossover events simultaneously: Civil War and World War Hulk. The issue also made Black Panther's prophetic moral objection to the group — that their unilateral secrecy would inevitably fracture and harm the people they claimed to protect — a cornerstone of the thematic tension that would run through every subsequent Illuminati story, including Jonathan Hickman's celebrated New Avengers run a decade later.

Writer Brian Michael Bendis had introduced the Illuminati in a single scene in New Avengers #7 (2005), and the 2006 one-shot — produced with his longtime artistic collaborator Alex Maleev fresh off their Eisner-winning Daredevil run — was commissioned as part of Marvel's 'Road to Civil War' editorial initiative to set the stage for the summer 2006 event. Editor Tom Brevoort oversaw the issue, with Gabriele Dell'Otto providing the painted cover and Dave Stewart handling colors over Maleev's pencils and inks. Bendis described his approach to the Illuminati's 'secret history' in a 2006 CBR interview by invoking Tom Stoppard's 'Rosencrantz and Guildenstern Are Dead,' envisioning scenes that ran parallel to famous Marvel events the reader already knew — a storytelling method that let the retcon feel revelatory rather than corrective. The success of the one-shot led directly to a five-issue miniseries (co-written with Brian Reed, art by Jim Cheung) that launched in December 2006 and ran through November 2007.
