"Frisco Tornado" follows the new marshal Rocky Lane as he arrives in town to confront Jim Crail, a crooked insurance agent who has been extorting money from ranchers by insuring them against outlaws at exorbitant rates and then arranging trouble to justify his protection rackets. Rocky works with a stagecoach driver named Nugget to expose Crail's scheme, discovering a gun hidden on Crail's person during a stage robbery. When Jean, a young woman attracted to a coyote, becomes caught in the crossfire of Rocky's investigation, the marshal must use his wits and his stallion Blackjack to outwit Crail and bring the criminal to justice.
