When Dogtag agrees to deliver a wax figure of Mayor Pilfer to the town square, he inadvertently sets off a chain of hilarious mistaken identities—the dummy gets mistaken for the real mayor in a series of compromising situations that expose the politician's secret dealings with the local gambling racket. As the townspeople's outrage builds, the innocent mayor finds himself on the run, unable to convince anyone of the truth without revealing the very corruption he's been hiding.
