The cover promises exactly what it says: "The Crystal City of the Peculiar Penguins," and Raboy's dreamy, almost Art Deco architecture glowing beneath a starburst light makes the whole scene feel genuinely otherworldly. For a dime, this 1943 Fawcett publication delivers one of the more charmingly surreal superhero covers of its era.
