- Bulletman was created by writer Bill Parker and artist Jon Smalle; his first appearance was in Nickel Comics #1 (May 1940) before being moved to Master Comics.
- The cover was drawn by Jack Binder; the issue's large creative roster includes Ken Battefield, Rafael Astarita, Tom Hickey, Harry Anderson, Ralph Carlson, and Al Duca across its anthology features.
- Ralph Daigh served as Executive Editor (editorial director) of Fawcett's comic line at the time of publication.
