Marvel Comics Presents #1 launched Marvel's first regular anthology series in the modern era, reviving a storytelling format the publisher had largely abandoned since the Silver Age. Its lead story — Chris Claremont and John Buscema's 'Save the Tiger' — was the very first story to place Wolverine in Madripoor, the fictional Southeast Asian port city that would become central to his solo mythology and directly set up his first ongoing series. Simultaneously, the issue gave Shang-Chi his first comics appearance since the cancellation of Master of Kung Fu (circa 1983), demonstrating the series' function as a rescue vehicle for dormant Marvel characters. By packaging four complete eight-page serials in a single bi-weekly package, issue #1 established a structural template that would carry the title to 175 issues and host landmark stories ranging from the Weapon X origin to Panther's Quest.

The series was developed under editor-in-chief Tom DeFalco, with Terry Kavanagh serving as the primary editor and Michael Higgins and Mike Rockwitz as co-editors and assistant editor respectively, reflecting the book's ambitious multi-feature scope. The original editorial concept called for the lead slot to rotate among X-Men members in solo adventures, but the first ten issues locked Wolverine into that anchor position — a decision that foreshadowed a later sales-driven mandate requiring a Wolverine story in virtually every issue from #38 through #142. The debut issue shipped on May 3, 1988, with a cover date of September 1988, and featured a wraparound cover by Walt Simonson — a design approach the series would maintain through its first 89 issues. The book was conceived to give Marvel an anthology platform for characters who could not sustain ongoing titles, as well as a proving ground for emerging writers, a role it would fulfill for creators like Scott Lobdell throughout its run.
