Learning that a highway is going to divide Riverdale, Little Archie and Little Betty go to visit the old Collins house, the first home to be destroyed for the new highway. There, they meet the ghost of General Collins. Working together, Little Archie and General Collins convince the workers, the mayor and the governor that the house should be spared and repaired, and the highway rerouted.
