Tied into DC's 1995 "Underworld Unleashed" crossover event, this issue of Legionnaires announces its threat loud and clear: a massive, pale-faced villain dominates the background while a group of Legionnaires — including a figure firing a glowing blue energy weapon, two blonde women in Legion uniforms (one of whom appears dazed or injured), a dark-clad young man, and a helmeted hero in red and blue — struggle amid crumbling debris below. The cover, penciled by Alan Davis and inked by Mark Farmer, delivers a real sense of scale and urgency, with the team looking battered but far from beaten.
