Back on Earth, a Durlan assassin replaces the Science Police Chief, and the Legion’s victory is marked by an unexpected celebration at headquarters. The Legion responds to an emergency and finds that a group called the Earth Force caused the crash of an airliner intended to take some of the Titanian refugees to a new home. The timely arrival of Earth-Man and a second wave of Legionnaires turns the tide against the xenophobes. Meanwhile, Dyogene visits Naltor and offers a Green Lantern ring to a new candidate, but she refuses. Back on Earth, a Durlan assassinates Science Police Chief Zendak and takes his place. Later, Earth-Man leads the Legion to the cabal of powerful xenophobes and celebrates back at headquarters in a surprising way.
