Part one of a three-part "Peacemakers" arc, this 1998 team-up spotlights Green Lantern and Green Arrow — the pairing that O'Neil helped make legendary — with a cover by Hugh Fleming that crackles with urgency. Green Arrow crouches in the foreground, bow drawn and eyes intense, while a massive image of Green Lantern looms behind him, ring glowing with brilliant yellow-green energy and a power beam cutting across the sky above an explosion and burning military vehicles. Fleming's painted composition gives the whole thing a gritty, almost cinematic weight that perfectly sets the stage for whatever trouble these two are walking into.
