“Monster, Monster!”

A mysterious figure in a black-and-gold costume bursts triumphantly onto the cover of this 1990 DC series entry, debris flying around him as the cover itself cheekily asks "Who is the newest L.E.G.I.O.N.naire?", "Where does he come from?", and "And why is he so gosh-darn familiar?!" It's a genuinely fun tease, rendered with kinetic energy by cover penciler Kevin Maguire and inker Al Gordon. With Alan Grant writing and Barry Kitson on interior art, L.E.G.I.O.N. '90 was firing on all cylinders at this point in its run.
