Katy Keene was created entirely by Bill Woggon (1911–2003), who introduced her in Wilbur Comics #5 in the summer of 1945 as part of Archie/MLJ's move toward teen-humor content as superhero popularity waned in the later Golden Age. She graduated to her own title in 1949, and Woggon's editorial philosophy from the outset was to invite readers to submit original outfit and accessory designs, which he drew and credited within each story — a workflow that generated an unprecedented volume of reader mail and helped sustain the title through the entire Silver Age launch period. By issue #27, the cover-titled series was still branded 'Katy Keene Comics' (a banner it held through #49), and all interior art and cover art was by Woggon.
