Aware of Tensen's powers, the police keep him heavily sedated and in chains. The drugs interact with the damage previously done by Darquill's manipulations, causing Tensen to believe he is back in the "Far Place". Hallucinating that almost everyone he encounters is an agent of Darquill, he breaks free from the prison and goes on a rampage. Former members of the Millenias, inspired by Justice, form the Justice Brigade vigilante group and begin attacking criminals with flamethrowers.
