The series grew out of a licensing agreement announced on October 12, 2023, when Dynamite Entertainment and Warner Bros. Discovery publicly revealed plans to develop comic adaptations of multiple Hanna-Barbera properties simultaneously. Writer Joe Casey, whose mainstream credits include Adventures of Superman and Uncanny X-Men (and co-creation of Ben 10), was approached by Dynamite and agreed to take on Jonny Quest once he revisited the show's appeal. Casey sought an artist who could evoke the clean, deliberate character work of original series designers Doug Wildey and Alex Toth without simply replicating it; after consulting with his editor, the team landed on Sebastián Piriz, known for We Ride Titans and work for Heavy Metal. The creative team debuted a 10-page prelude story in Dynamite's Free Comic Book Day 2024 anthology (May 4, 2024), with the first full issue originally targeted for July 2024 ahead of San Diego Comic-Con before being pushed back to August 14, 2024.
