As Harley tries to track the Joker, he is planning his next murder of a victim found in a public place. Harley is then surprised when the Joker allows himself to be arrested. In flashback, we see the Joker start his killing ways by murdering parents who abused their kids, causing the media to compare him to Batman because he is going after those who deserve it.
