This third chapter of "The Dogs of War" brings together a tense ensemble on Ron Garney and Sal Buscema's cover, which arranges five figures in vertical panels — a bespectacled scientist, a stern broad-shouldered man, a decorated military general in dress blues, a one-eyed operative brandishing a futuristic weapon, and the Hulk himself glowering at the far right.
