Harley Quinn has crowned herself an artist, and issue #45 captures that chaotic energy perfectly — she perches triumphantly atop a graffiti-covered, junk-laden sculpture labeled "The Thinker" (or rather, "The Stinker"), proclaiming it her masterpiece while an angry Gotham crowd below waves protest signs like "Too Dumb for Gotham" and "No More Clown." Elizabeth Torque's cover crackles with comic energy, packing Harley's gleeful showmanship against a sea of very unimpressed citizens. With Elliott Kalan writing and Mindy Lee on art, "Complaints and Grievances" looks like a wonderfully absurd clash between one woman's artistic ambitions and a city that just isn't ready for them.
