Robby Reed tracks down Wayne of the Captain Chaos videos, and finds him among the corpses of his friends, all killed by the superman-type serial killer. Meanwhile the killer has recruited Tony Finch to help him kill other previous users of the H-E-R-O dial. Together Robby and Wayne unsuccessfully confront the killer who holds the H-E-R-O dial. The killer kidnaps ex-dial user Andrea Allen and flies off with her. Robby calls up another ex-user of the dial, Andrea's father Matt and urges him to help to free his daughter.
