Before this issue, comic depictions had typically shown him with only a green mask, while the overcoat in the Helnit-era books was often rendered yellow, closer to Dick Tracy's look than anything the radio show described. Harvey's visual correction, arriving with only its second issue stewarding the license, set the template that every subsequent comic-book interpretation of Britt Reid would follow. The issue also consolidates Harvey's anthology blueprint by officially bringing the 'Spirit of '76' and 'Zebra' features over from the defunct Pocket Comics, giving those backup characters a new, longer-lived home.

Harvey Comics acquired the Green Hornet comic-book license from Helnit Publishing in 1942, taking over a series that had run six issues. Rather than restart the numbering, Harvey continued from Helnit's #6, making #7 (June 1942) their debut issue and #8 (on sale June 9, 1942, with an August 1942 cover date) their second. The cover of #8 was penciled and painted by Joe Simon — one of three Harvey covers Simon produced in quick succession that summer alongside Champ Comics #22 and Speed Comics #22 — and scholars of the Simon & Kirby era have noted that Simon characteristically amplified the drama of the interior story when composing the cover image. The on-sale date is formally documented in the Catalog of Copyright Entries, Part 2, Periodicals, 1942, New Series, Vol. 37, No. 4. Interior Green Hornet story art for this issue is credited to penciler Pierce Rice.
