The path to publication ran through publisher Frank Z. Temerson, who on June 27, 1940 secured an agreement with Green Hornet, Inc. to produce stand-alone comic book stories, then restructured the deal through his new imprint Helnit Publishing Co., Inc. after his earlier company Tem ceased operations. The issue was released in November 1940 carrying a December 1940 cover date, reportedly preceded by a radio advertising campaign. The interior stories were drawn by Bert Whitman and Bert Whitman Associates, with the writing attributed to Fran Striker — the same radio scripter who co-created the Green Hornet character alongside producer George W. Trendle and radio director James Jewell for WXYZ Detroit in 1936. Temerson directly edited all six issues that Helnit produced before Harvey Comics acquired the license and picked up the numbering with issue #7.
