With Green Arrow being a person of interest in the death of Amin Mustafa and the crash of the Emerald Express, Seattle public opinion is split on whether the Emerald Archer is a hero or a menace. Meanwhile, Oliver Queen is believed dead and he has lost his home, his fortune, and his company. Ollie, Dinah, and Diggle establish a new home base in a forest outside of Seattle. While Ollie tries to get evidence of Broderick's criminal activities in an attempt to re-claim his company, Broderick plots to turn the public completely against Green Arrow.
