As the heroes grapple with the problem of their unstable superpowers, an alien armada has surrounded the Earth, causing civilian unrest in many places. While many heroes try to calm things, a group travels to Washington DC to meet with the president, who agrees that a smaller group led by Superman should attempt to communicate with the aliens. As their effort begins to break down, everyone on both sides is contacted by Highfather, who reveals that the fluctuation of powers is the result of a phenomenon called the Godwave, and they must enter it, where they will battle Darkseid and his minions.
