Gabby Hayes takes charge of reorganizing Rawhide's volunteer fire department after a disastrous barn fire, setting up a network of water tanks and pumps across town—but the scheming Blaze Burns and his gang sabotage the system to make Gabby look incompetent and take over the department themselves.
