In G.I. Joe #40, a devious Cobra scheme lures the Joes into attacking a deep-sea base—orchestrated by Prof. Appel, Candy’s father and a Crimson Guardsman—triggering a catastrophic underwater quake. As Candy, unaware of her father’s secrets, and Buzzer flee captivity, the tremors they’ve set in motion begin to ripple across the landscape. Written by Larry Hama and illustrated by Rod Whigham with inks by Andy Mushynsky and colors by George Roussos, this issue blends high-stakes espionage with personal stakes, all capped by a striking cover by Mike Zeck and John Beatty.

Cobra tricks the Joes into attacking an underwater base (masterminded by Prof. Appel, Candy's father, a Crimson Guardsman and scientist), which due to its depth, is attacked by high explosives. The explosives cause an underground quake to begin, the results to be seen later on. Meanwhile, after Candy is questioned about her father's activities (of which she has no knowledge of), she and Buzzer are on their way to a military prison, but they both escape en route.
