In the future, the United Planets has its headquarters on Earth, and Earth representative Lois Lane presents the council with a petition from Lex Luthor to have Lexor join the United Planets. Superman explains how Luthor had built an army of robots to raid other worlds to enrich Lexor, but once Superman destroyed the robots, Lexor's economy collapsed. Now Superman petitions the UP to consider letting Lexor join, even while Luthor has vowed revenge against Superman.
