Frogman Comics #4 features two main stories. The first follows Commander Monroe and Lt. Larkin as they pilot a remote-controlled electronic whale to infiltrate an enemy underwater base in a series of tidal caves. When a Frogman scout is killed by treacherous currents, Larkin and his team must navigate the dangerous cave system, activate an electronic relay control, and destroy the enemy installation before escaping with their lives. The second story involves pirates who discover two chests of gold in a shipwreck and become targets of pursuit by rival captains seeking the treasure; their scheme to hide the plunder leads to complications as other ships converge on the harbor.

With enemy frogmen closing in and a critical delivery waiting topside, the team must work together to disable the relay and get their prize back to Washington.
