This issue contains two stories. In the first, Freddy is misidentified as a judge at a dog show and is pressured to award the "Best Dog in Show" prize, but he insists the dog—not Freddy—deserves it. In the second story, Freddy attempts to become a muscular man by visiting Professor Hercules' "Palace of Muscles," but his efforts prove exhausting and ineffective, leading to comic mishaps including getting stuck in windows and encountering scalawags. A third brief story shows Freddy helping Mayor Briston with a car problem, accidentally causing his old car to be destroyed, and then attempting to collect a dollar from Mr. Calous for effort before being tasked with raking leaves at Lacy's Department Store for Stiff's birthday, where he accidentally burns the rake handle and must forfeit his earned dollar.

Freddy and his pals from the Hotrodders Club decide to visit Mayor Briston to plead their case after he orders police to crack down on hot rodders, but a case of mistaken identity at the mayor's house turns their diplomatic mission into comedic chaos. When the mayor discovers that Freddy, Peggy, and Stuff have captured what they thought was a burglar—only to find it's the mayor himself trying to climb through his own window—things spiral hilariously out of control. What starts as a disaster might just be the unlikely turning point that changes the mayor's mind about the young car enthusiasts.
