When Mr. Thaddus Tantrum escapes to a quiet fishing getaway, the last person he expects to see is the boisterous young Freddy Finch—who's staying right next door. As Freddy's enthusiastic antics keep derailing Tantrum's vacation plans, the frustrated man finds his peace constantly interrupted by the boy's noisy violin practice, motorcycle riding, and general chaos. Things take a surprising turn when Freddy sets out to make amends for all the trouble he's caused.
Freddy and a friend discover that some local boys won't stop whistling at any girl who walks by, so they cook up a scheme to teach the whistlers a lesson—disguising themselves as unattractive "hags" to test whether the boys will whistle at anything in a skirt.
