Greg LaRocque and Larry Mahlstedt deliver a cover full of kinetic chaos that perfectly captures the anything-can-happen spirit William Messner-Loebs brought to the title. "Running on the Edge" looks like exactly the kind of issue that reminds you why the Flash's corner of the DC Universe was such a lively place in 1990.
