The "Hell to Pay" arc reaches its fever-pitch conclusion in this September 1997 issue, with cover art by Mike Wieringo and José Marzán Jr. delivering a vivid green-drenched scene: the Flash squares off against a group of villains — including figures recognizable as Captain Cold, the Trickster, and others — while a massive, grinning supernatural face crackles with lightning energy in the background. Writers Mark Waid and Brian Augustyn, along with artist Paul Ryan and inker John Nyberg, bring their full creative muscle to bear as the Scarlet Speedster faces what looks like very long odds indeed.
