The Black Terror battles Nazi saboteurs attempting to destroy an inland waterway dam and industrial facilities. After stopping the initial attack, the Black Terror pursues the fleeing saboteurs, eventually catching them near the Tesslar Mansion. In a separate story, the Liberator rescues two children and pursues a gang of thieves, ultimately pursuing them by rowboat and capturing them with the help of a fisherman. The issue features wartime action against enemy agents and common criminals alike.
