Fu Manchu uses mind control to enslave a man who helps him orchestrate a scheme involving a fire at an architect's building and the theft of a ship. After the man is found outside a hotel and rescued, he provides cryptic information about Fu Manchu's plans before dying. A British Member of Parliament named Featherstone becomes entangled in the conspiracy when Fu Manchu's agents frame him for arson, though evidence eventually suggests the architect Johnson deliberately set the fire and may be working with Fu Manchu, leaving authorities uncertain of the full scope of the villain's plot.
